2025 APEC Seminar on XR-Driven Interaction & Smart Tourism Transformation

Aligned with the APEC 2025 theme “Empower & Grow” and PPSTI’s strategic objectives of advancing innovation and digitalization, the Service Systems Technology Center of ITRI has launched the international cooperation initiative “Driving Tourism Transformation through Integrated XR Interaction Solutions.”

The seminar will bring together policymakers, academic and research institutions, ICT providers, and tourism industry representatives from across APEC economies to explore how technologies such as XR, smart navigation, language solutions, and data analytics can enhance tourism experiences, foster cross-sector collaboration, and promote the integration of disadvantaged groups and local industries into the digital economy, thereby advancing inclusiveness and shared prosperity.

馬來西亞蘇丹再納阿比丁大學應用社會科學學院副院長(研發)兼資深講師

穆阿茲.阿齊努丁博士(Dr. Muaz Azinuddin) 現任馬來西亞蘇丹再納阿比丁大學(Universiti Sultan Zainal Abidin)應用社會科學學院副院長(研發)兼資深講師。他取得英國艾希特大學(University of Exeter)管理學博士學位,研究領域聚焦於觀光賦能、過度旅遊,以及觀光與餐旅數位化。

 

穆阿茲博士擔任 APEC 專案 「未來前沿:AI 引領 APEC 經濟體觀光利害關係人演進」 的計畫總監(Project Overseer),並擔任 APEC 觀光韌性專案的首席顧問。他著作豐富,並主持多項國家級與國際性有關觀光創新與永續的研究計畫與補助案。

茱莉亞.卡爾達斯.拉米雷斯 女士

祕魯外貿觀光部 觀光產品創新司 司長

Julia Caldas 是一位秘魯的工業工程師,擁有義大利都靈理工大學「科技與公共政策」碩士學位。她現任秘魯外交暨觀光部(MINCETUR)觀光產品創新處主任,主導推動智慧觀光目的地、社會觀光與社區觀光等策略。她同時主持該部的公共創新平台 Mincetur Lab,曾推出開放式創新挑戰「從筆記本到洞察:蒐集並運用可靠的觀光數據,賦能在地農村社區」。此外,她設計了 Emprende Tec Turismo 計畫,扶植永續觀光的新創企業,並推動 亞雷基帕智慧觀光目的地試點,以促進創新、提升無障礙環境及推動數位轉型。

Elena Sergeevna Zinovieva教授

任職俄羅斯外交部所屬MGIMO大學世界政治進程系。以優等成績畢業於聖彼得堡國立大學國際關係學院,並於MGIMO完成碩、博士學位,自2009年任教至今。研究專長涵蓋國際資訊安全、網際網路治理、數位外交與數位主權。曾任《MGIMO學報》、《聖彼得堡國立大學學報:國際關係系列》、《數位經濟研究》編輯委員,亦為Znanie學會特聘講者;現為瓦爾代國際辯論俱樂部、俄羅斯國際事務理事會與俄羅斯基礎研究基金會專家,發表論文逾150篇,出版與主編專書教材20餘部,多次隨團參與聯合國資訊安全談判。

Cihan Cobanoglu博士現任美國加州爾灣Virscend University教務長。2010–2025 年任南佛羅里達大學Muma商學院旅遊與餐旅管理學院院長暨McKibbon捐贈講座教授,並兼任M3餐旅科技與創新中心主任、國際計畫統籌與全球夥伴關係主任。為富布賴特專家與餐旅科技專業人員(CHTP),現任JHTT與JGBI期刊主編/編輯,兼全球教育者協會(AGE)會長。研究聚焦餐旅科技之採用與影響,創立eXperimental Guestroom(X-Room),論文被引用逾一萬次,曾獲IFITT 觀光與科技終身成就獎等。

黃裕智 博士

國立暨南國際大學觀光休閒與餐旅管理學系教授兼系主任

現任國立暨南國際大學觀光休閒與餐旅管理學系教授兼系主任,並於美國Clemson University獲得公園、遊憩與觀光管理博士學位。研究領域涵蓋觀光與餐旅資訊科技、觀光與幸福感、以及遊客消費行為。

曾在SSCI期刊上發表研究成果,包括Tourism Management、Journal of Travel & Tourism Marketing、Current Issues in Tourism、Tourism Management Perspective, Urban Forestry & Urban Greening等,研究主題涵蓋虛擬實境觀光、顧客體驗、健康旅遊與恢復性環境等。曾擔任Tourism Review編輯委員,並於2017–2020年期間擔任Event Management副主編。

主持多項科技部研究計畫,專注於Wellness Tourism、虛擬實境觀光,以及自然景觀對健康效益的探討,曾榮獲Family and Consumer Sciences Research Journal 最佳論文獎(Emerald出版社)的學術獎項。

布爾多·葉夫根尼 先生

俄羅斯戰略研究中心國際觀光發展中心副主任

法學博士、副教授,現任俄羅斯戰略研究中心國際旅遊發展中心副主任。

他專長於國際合作、戰略傳播與旅遊發展。憑藉其法律與政府服務經驗,包括曾任馬里埃爾共和國首長下屬兒童權利專員、馬里埃爾共和國總統法律事務管理副主任,以及俄羅斯律師協會相關職務,使他能夠建立有效的法律與管理機制以推動旅遊發展。

布爾多博士已出版逾十本專著及120篇以上學術論文,並經常參與國際會議,深入分析旅遊趨勢,以及推廣國家與地區的法律與戰略面向。

Mr. Kuo-Cheng Wu

Senior Executive Officer, Information Division, Tourism Administration, MOTC

Dr. Kuo-Cheng Wu earned his Ph.D. in Civil Engineering from National Chung Hsing University.
He previously served as Section Chief at the Scenic Area Development Division and currently serves as Senior Executive Officer at the Information Division, Tourism Administration, MOTC.
Dr. Wu has long been dedicated to promoting smart tourism and digital transformation, with extensive experience in tourism information infrastructure and scenic area management.

盧東宏 先生

宇康醫電股份有限公司總經理

畢業於中興大學機械系與機械研究所,並取得清華大學工業工程博士學位,長期專注於軟體演算法與感測融合及機器學習在健康照護與智慧應用上的發展。曾任工研院服務系統科技中心副組長,並參與 IEEE e-Health 及多項健康科技專案,獲得遠距照護協會年度貢獻獎與青年工程師傑出獎。2017 年創立 uCareMedi.com,持續推動人工智慧與感測技術在醫療與生活中的應用,致力於打造能改善人類生活的智慧服務。

現任國立故宮博物院數位資訊室主任,專攻資訊工程與博物館數位化領域。長期參與院內數位典藏、智慧化庫房與跨機構合作,致力於推動文物活化展覽與城鄉博物館。近年聚焦數位典藏與文化敘事之融合,期望以研究創新來深化文化資產社會各領域影響力。

梅顏寶 女士

菲律賓觀光部台北分處處長

梅顏寶 (Chriselle May Salvador-Yambao)女士現任菲律賓觀光部台北分處處長,負責推動觀光推廣與合作計畫,專注於創新、目的地品牌及市場拓展。

在現職之前,她曾任職於菲律賓觀光部,擔任資深觀光業務主管,期間首創多項在潛水、美食與文化觀光領域屢獲殊榮的計畫,並主導推廣活動,成功讓菲律賓觀光目的地獲得國際肯定。

她擁有觀光管理碩士學位,目前正攻讀公共行政博士學位,並具備政府、學術界及私人部門的豐富經驗。同時,她也是一名合格的開放水域潛水員,積極倡導永續且包容的觀光發展。

Dr. Muaz Azinuddin

Senior Lecturer and Deputy Dean (Research & Development) at the Faculty of Applied Social Sciences, Universiti Sultan Zainal Abidin, Malaysia

Dr. Muaz Azinuddin is a Senior Lecturer and Deputy Dean (Research & Development) at the Faculty of Applied Social Sciences, Universiti Sultan Zainal Abidin, Malaysia. He holds a Ph.D. in Management Studies from the University of Exeter, UK, and his research focuses on tourism affordances, overtourism, and digitalisation in tourism and hospitality.

Dr. Muaz is Project Overseer for the APEC project “Futuristic Frontiers: AI-Led Evolution of Tourism Stakeholders in APEC Economies” and lead consultant on APEC’s tourism resilience project. He has published widely and leads multiple national and international grants on tourism innovation and sustainability.

Elena Sergeevna Zinovieva

Professor Elena Sergeevna Zinovieva

Dr. Elena Sergeevna Zinovieva is a Professor at the Department of World Political Processes, MGIMO University (MFA of Russia). She graduated with honors from the Faculty of International Relations, St. Petersburg State University, and completed postgraduate and doctoral studies at MGIMO. Since 2009 she has advanced from lecturer to professor at MGIMO. Her research focuses on international information security, internet governance, digital diplomacy, and digital sovereignty. She has served on the editorial boards of Vestnik MGIMO—University, Vestnik SPbSU: International Relations, and the Journal of Digital Economy Research, and is an invited lecturer for the Znanie Society. An expert with the Valdai Discussion Club, RIAC, and RFBR, she has authored 150+ scholarly articles and 20+ books/textbooks, and has joined Russian delegations to UN negotiations on information security.

Director of the Tourism Product Innovation Department, Ministry of Foreign Trade and Tourism of Peru

Julia Caldas is a Peruvian industrial engineer with a Master’s in Technology and Public Policy from Politecnico di Torino. She is Director of Tourism Offer Innovation at Peru’s Ministry of Foreign Trade and Tourism, where she leads strategies on Smart Tourism Destinations, Social Tourism, and Community-Based Tourism. She conducts Mincetur Lab, the ministry’s public innovation platform, which launched the open innovation challenge “From Notebook to Insight: Innovative solution to collect and use reliable tourism data for the empowerment of rural communities”. She also designed Emprende Tec Turismo, fostering startups for sustainable tourism, and advanced the Arequipa Smart Destination pilot, promoting innovation, accessibility, and digital transformation.

Dr. Cihan Cobanoglu

Provost & Professor, Virscend University, Irvine, California, USA

Dr. Cihan Cobanoglu is Provost at Virscend University (Irvine, CA). From 2010–2025, he served at the University of South Florida’s Muma College of Business as Dean and McKibbon Endowed Chair of the School of Hospitality & Tourism Management, also directing the M3 Center and leading international programs and global partnerships. A Fulbright Specialist and Certified Hospitality Technology Professional (CHTP), he edits the Journal of Hospitality and Tourism Technology and the Journal of Global Business Insights, and serves as President of the Association of Global Educators. His research examines technology adoption and impact in hospitality; he founded the eXperimental Guestroom (X-Room), has 10,000+ citations, and received IFITT’s Hannes Werthner Tourism & Technology Lifetime Achievement Award.

Dr. Yu-Chih Huang

Professor and Chair of Department of Tourism, Leisure and Hospitality Management National Chi Nan University

Currently a professor and department chair of the Department of Tourism, Leisure, and Hospitality Management at National Chi Nan University, holding a Ph.D. in Parks, Recreation, and Tourism Management from Clemson University, USA. Research areas include tourism and hospitality information technology, tourism and well-being, and tourist consumer behavior.

Has published research findings in SSCI journals, including Tourism Management, Journal of Travel Tourism Marketing, Current Issues in Tourism, Tourism Management Perspective, Urban Forestry Urban Greening, covering topics such as virtual reality tourism, customer experience, health tourism, and restorative environments. Served as an editorial board member for Tourism Review and as associate editor for Event Management from 2017 to 2020.

Led several Ministry of Science and Technology research projects, focusing on wellness tourism, virtual reality tourism, and the health benefits of natural landscapes. Received the Best Paper Award from the Family and Consumer Sciences Research Journal (Emerald Publishing) for academic excellence.

Mr. Evgeny Burdo

Deputy Director, International Tourism Development Center of Center for Strategic Research (CSR)

PhD in Law, Associate Professor, Deputy Director of the International Tourism Development Center of the Center for Strategic Research.

The expert in international cooperation, strategic communications and tourism development. His legal and governmental experience, including serving as Commissioner for Children’s Rights under the Head of the Republic of Mari El, Deputy Head of the State-Legal Administration of the President of the Republic of Mari El, and roles in the Russian Law Bar, enables him to develop effective legal and managerial mechanisms for tourism development.

Author of over ten monographs and 120 scholarly publications. Regularly participates in international conferences, analyzing tourism trends and the legal and strategic aspects of promoting countries and regions globally.

Mr. Tony Lu

General Manager of Ucare Medical Electronics Co., Ltd.

Graduated from the Department of Mechanical Engineering and the Graduate Institute of Mechanical Engineering at National Chung Hsing University, and obtained a Ph.D. in Industrial Engineering from National Tsing Hua University. He has long focused on the development of software algorithms, sensor fusion, and machine learning in healthcare and intelligent applications. He previously served as Deputy Director at the Service Systems Technology Center of the Industrial Technology Research Institute (ITRI) and participated in IEEE e-Health as well as multiple health technology projects. He has received the Annual Contribution Award from the Telecare Association and the Outstanding Young Engineer Award. In 2017, he founded uCareMedi.com, continuing to advance the applications of artificial intelligence and sensing technologies in healthcare and daily life, with a mission to create smart services that improve human well-being.

Mr. Chun-Ko Hsieh

Director of the Department of Digital Information at the National Palace Museum

Chun-Ko Hsieh is the Director of the Department of Digital Information at the National Palace Museum, specializing in information engineering and museum digitization. He has been extensively involved in the museum’s digital archiving, smart storage systems, and collaborations with other institutions. He is dedicated to promoting the revitalization of cultural relics through exhibitions and advancing museum education in both urban and rural areas. In recent years, he has focused on integrating digital archives with cultural narratives, using innovative research to deepen the social impact of cultural heritage across various sectors.

Ms. Chriselle May Salvador-Yambao

Director of Philippine Department of Tourism Taiwan Office

Chriselle May Salvador-Yambao is the Tourism Director of the Philippine Department of Tourism in Taipei, Taiwan. She leads initiatives to strengthen tourism promotion and partnerships, focusing on innovation, destination branding, and market development.

Prior to her current posting, she served as Supervising Tourism Operations Officer at the Department of Tourism, where she pioneered award-winning programs in dive, culinary, and cultural tourism, and spearheaded campaigns that earned international recognition for Philippine destinations.

She holds a Master’s degree in Tourism Management, is pursuing a Doctorate in Public Administration, and brings extensive experience from government, academe, and the private sector. A certified open-water scuba diver, she is a strong advocate for sustainable and inclusive tourism development.
